Consultation has concluded


The Belle Park Master Plan was endorsed by Council on September 17, 2019. The plan outlines an implementation strategy to guide the redevelopment of Belle Park over the next 15 years. The management of the site as a former landfill, and maintenance initiatives are ongoing.


With the help of feedback and ideas from the public and key groups, the City is developing a master plan for Belle Park, 731 Montreal St. This 80-acre park is situated on a former landfill in the core of Kingston on the shores of the Cataraqui River. The master plan being presented offers a phased approach to the long-term management of the 44-hectare site, and includes increased areas for naturalization and options for recreational activities near the clubhouse and Montreal Street. Dear city,

Please get on with this. Look at smaller Ontario towns, Sarnia, north bay, Landsdowne, bath, for how to get Pickleball going in town. The Kingston Pickleball club did not submit a formal proposal to the city as we were uncertain as to whether anything was going to happen. We are very interested in putting together a plan that can hopefully start very soon. Each week in the summer there are over 100 people playing for at least a couple hours at Bell Park. Likely more in one week then play tennis in the whole season. Please look at other cities for inspiration and let’s get this project going now.

Timing on multi-use pathway connecting 3rd crossing to K&P Trail unclear. Currently highly used trail for walking and cycling to downtown core- but in terrible shape and home for dumping and refuse.

1. Too many trails. This seems counter to the naturalization and graduated landscape plan and will require a lot of maintenance.
2. Too much focus on organized human activity - ideally we would not be encouraging such heavy human use of site.
3. Rather than an off leash dog area why not have posted off leash time of day for a designated section of trails so people can actually hike with their off leash dog, not just stand there in a small tree-less area. I suggest the north side set of trails which will likely be less used than the centre and south. People WILL have their dogs off leash on the trails regardless.
