Division Street Infrastructure Improvements and CNR Overpass Replacement
The City of Kingston is planning major infrastructure improvements on Division Street, including replacing and realigning the Division Street CNR Overpass. The project will incorporate cycling and pedestrian infrastructure on the new overpass, including connections to the K&P Trail and Weller Place, along with road, intersection and storm infrastructure improvements. Construction is planned to begin in early 2028 and be completed by late 2029.

Planned improvements
The planned Division Street improvements include:
- Replacement and realignment of the Division Street CNR Overpass, including new active transportation connections to the K&P Trail and Weller Place, retaining walls, fences and noise barriers, while considering impacts to cross streets and private entrances.
- New active transportation connections from the Division Street CNR Overpass to Elliott Avenue via John Counter Boulevard and to First Canada Avenue.
- Replacement of the Division Street and John Counter Boulevard intersection to improve mobility and road safety.
- Road resurfacing on Division Street from Dalton Avenue to the Division Street CNR Overpass.
- Review of the condition and capacity of stormwater infrastructure from First Canada Avenue to Armadale Place and replacement as needed.
- Restoration of roads, sidewalks, transit stops and landscaping affected by construction.
Construction impacts
Impacts are expected to include lane reductions, short-term full closures of Division Street, impacts to businesses, residents and entrances, and utility shut-offs.
