Shoreline erosion protection and park improvements are planned for the Horsey Bay Parkette (925 Old Front Road). Design is underway with construction planned to start in 2027 (permits and budget pending).
The project will include the following improvements:
Enhancement of shoreline erosion protection measures. These measures will include stone revetment protection where Lake Ontario meets Front Road, and additional stone placement to protect the parkette space, adding long-term resiliency to the site.
A pathway will be constructed to improve site access. The pathway will provide a connection to benches and picnic tables.
The existing pollinator garden, maintained by the Collins Bay Horticultural Society, will be improved.
A wider shoulder is being considered, to improve park-side parking along Old Front Road while maintaining access to the fire hydrant.
The City’s 2016 Waterfront Master Plan laid the groundwork for the improvements listed above. Increased rates of erosion, due in part to the high water levels experienced in 2017 and 2019, have accelerated the timeline of this project with support from the Disaster Mitigation and Adaption Fund (DMAF). The DMAF federal grant provides funding for projects that increase the resiliency of communities impacted by climate change.

The image above displays a bird’s-eye view of the parkette with planned improvements, including a pathway loop, new bench layout, new picnic tables and other minor landscape improvements. The two red lines in the first image are the locations of the park cross-section shown in the images below. The cross-sections show the layout of these features in reference to Front Road and Lake Ontario.
The images below are precedent images of erosion protection, pathway, bench, and garden.
