Project update: Summer 2025

The Montreal Street / John Counter Boulevard intersection project has reached the halfway point. As we enter a more complex phase of construction and work moves directly into the intersection and adjacent areas, some traffic delays and impacts are expected to continue, especially during peak hours.

City staff and the contractor are actively implementing measures to reduce congestion where possible and keep things moving as smoothly as conditions safely allow.

Progress to date

  • Multi-use pathway largely completed on John Counter Boulevard (from Elliott Avenue to Montreal Street)
  • Underground infrastructure completed south of the intersection on Montreal Street
  • Partial sidewalk installation underway
  • Initial road base paving completed west of the intersection

Next phase of construction

The focus is now shifting to the intersection itself and Montreal Street north to the bridge. Key activities include:

  • Watermain installation
  • Construction of truck turning aprons at all four corners
  • Completion of multi-use paths, sidewalks and bus pads
  • Installation of new traffic signals and lighting (temporary and permanent)
  • Road paving, landscaping and restoration

Traffic impacts

Due to equipment and workspace requirements, lanes at the intersection are being shared, particularly affecting left-turn movements and causing periodic slowdowns. To help manage this:

  • Signal timings are being adjusted
  • Vehicle detection systems are being recalibrated
  • Split-phased signal operations will soon be introduced to give one direction full right-of-way at a time

Kingston Transit continues to operate through the area using temporary bus platforms. City staff and the contract team are performing regular traffic management reviews to respond quickly to evolving conditions.
