VEMAR (Vine, Ellice, Main, Ann, Raglan) Combined Sewer Separation - Infrastructure Improvements

Road, sidewalk, watermain and combined sewer separation upgrades are planned for Vine, Ellice, Main, and Ann Streets, and Raglan Road. The project is being coordinated along with Utilities Kingston. Learn more on the Utilities Kingston project page.

Planned improvements

  • New storm sewer and sanitary sewer, and removal of the existing combined sewer
  • New watermain and removal of existing watermain
  • Reinstatement of the roadway including a new paved road surface and new sidewalks
  • Restoration and reinstatement of disturbed boulevards, concrete, and driveways

Construction impacts

Service disruptions: You can continue to rely on water and sewer services throughout the project. Water services will be interrupted on occasion for no more than 12 hours per occurrence. Every effort will be made to notify you of any service interruption at least 48 hours in advance.

Access: Traffic disruptions are expected, with potential for road closures with local access only. Pedestrian access will be maintained throughout any road closures. Stay informed of any road closures and find alternative routes.

Parking: On-street parking will not be available during road closures. Driveway access may be temporarily unavailable for short periods during construction. Parking passes for nearby roads will be issued upon request while driveway access is restricted.

Garbage and recycling: Collection will continue during closures. Residents will write their address on their bins using a permanent marker. On collection day, bins must be out by 6 a.m. The contractor will then take them to the end of the street for collection and return them by the end of the day.
