Wellington Terrace Retaining Wall Replacement and Montreal Street Combined Sewer Separation
Infrastructure improvements and repairs are planned for Montreal Street and Ordnance Street in 2028. These will enhance public safety, preserve heritage features and support long-term environmental goals.
Wellington Terrace Retaining Wall
A historic stone masonry wall located between 104 and 112 Montreal Street that was originally constructed in 1873. This wall has been reconstructed several times, most recently in 2016.
In 2023 a structural condition inspection report recommended that the City completely replace the retaining wall and take steps to ensure structural integrity and public safety. Through this process, the City will protect the community's natural heritage by salvaging the existing stone and thoughtfully incorporating it into the new wall design.

In addition to the wall replacement, the project includes the separation of the combined sewer infrastructure in the vicinity of Montreal Street at Ordnance Street. This work supports the City and Utility Kingston's commitment to eliminating combined sewers(External link) and improving stormwater management. New storm and sanitary sewers will be installed.
These upgrades will improve infrastructure resilience, reduce environmental risks, and preserve the character of this historic area.

Construction Impacts
Access: Road closures and driveway restrictions will be required during construction.
Parking: On-street parking may be reduced or not available during portions of construction.
