City Council approved the 2024 municipal operating and capital budget bylaws on Jan. 16, 2024.
Providing services to our community is much like running a business. That business is governed by Council's direction in the form of strategic priorities and approved service levels. The budget provides the financial resources to fund those priorities and to provide municipal services to the community.
Like a business, the City must:
- Ensure that the way we invest, spend and generate revenue provides value to our residents
- Evaluate how we are delivering services and make improvements to processes and practices when necessary
- Plan for the future by forecasting service requirements and related capital investment

Engagement strategies need to be diverse and targeted
Like any engagement strategy, providing multiple methods of input and participation is vital. But I also think it is important to evaluate who is typically missing from surveys. Please don't let them or anyone be left behind. We have to use a multitude of deliberate tactics that will include and target specific groups. For example, engaging disabled people with a few tactics, and engaging with homeless people with a potentially different set of tactics. Overarching strategies will not be enough. Work with mutual aid workers, shelters, and homeless people directly to determine the best way to engage. Then, having an incentive to complete the survey is important. People are giving you their time, ideas, emotions, they should be compensated. AND, most importantly, you have to actually listen and demonstrate that you HEARD what was being said. Obviously this is a huge undertaking, so perhaps hiring student researchers from the university may be helpful. You probably already know or are aware of some of the ideas that I am sharing; and perhaps are already doing a lot of them, which is fantastic and I hope we keep up the great work. However, there is also room for improvement, and given the rise of homelessness due to huge inflation rates, I want it to reiterated that vulnerable people need support and they need to be included as part of our community. Parking fee reform.
Parking fees should be based (to whatever extent possible) on vehicle size. This would be easiest for parking permits for street parking which should be charged by length. But municipal lots should have a few smaller and larger spots for different sized vehicles and the charge should be different accordingly. And whenever it comes time to replace the street side parking meters those could be replaced by a charge by length system.

East West bike/pedestrian trail
A biking or walking trail/paved road that goes from the west end of town to the east. The path should avoid roads as much as possible but cut through the city so bike riders have a safe and quality path they can use to get throughout the city. It could be lighted and have benches along it for people who walk.

Fully review policy on rural sidewalks. Communities in South Frontenac have sidewalks, but rural Kingston is missing out. Unity Rd needs one
Roads with continuous residences should have a sidewalk on one side. Walkability to Glenburnie Grocery store would be improved. Design and construction should be budgeted.

Start budget planning with a 0% property tax increase as a way to help local citizens.
