Aberdeen Street Reconstruction
Aberdeen Street was reconstructed in 2024 to significantly upgrade underground infrastructure and improve the pedestrian space.
Supporting housing growth in the University District is a City priority requiring the sewer system to be upgraded from its current combined wastewater and stormwater sewer into separate systems. The existing water main was also upgraded to support the future needs of the neighbourhood. The project embraces green street concepts, including additional tree planting and low-impact development for stormwater management, reducing flood risks and benefiting tree growth.
This project was also an opportunity to improve pedestrian access and safety, in line with the City’s strategic goals and high volume of pedestrians in the University District. Added features include a 4-way stop at William Street, pedestrian lights, and the creation of a boulevard to add space between the sidewalk and roadway.

Project completion
We’re happy to share that the Aberdeen Street Reconstruction Project is now complete. The landscaping team has finished all planned work on schedule. Thank you to everyone for your interest and support throughout the project.

Landscaping Update
We’re pleased to share that the Aberdeen Street Reconstruction Project continues to progress on schedule. Limestone Contracting is now on-site, completing the final stages of landscaping for Phase 1, including the placement of topsoil and installation of sod. This work marks a key milestone as we move toward project completion and site restoration.
We appreciate the community’s continued patience and cooperation as we wrap up this important infrastructure improvement.

Reconstruction Complete
We’re thrilled to announce the completion of the Aberdeen Street reconstruction project for 2024! The newly improved street has design features to make our community safer, more accessible and more enjoyable for everyone, including:
- Wider sidewalks for safer and more comfortable pedestrian access.
- Upgraded watermain for improved reliability.
- Separated combined sewer to enhance drainage and reduce flooding risks.
- Underground water storage to support better water management.

Parking Permit Extension for Aberdeen St Construction
Vehicle owners with parking permits issued for the Aberdeen St construction zone set to expire on Nov. 30 will have them automatically extended until Dec. 31. There will be no ticketing for vehicles with valid permits during this extended period.

Planned water outage
On Monday, Nov. 11 and Tuesday, Nov. 12, from 7 A.M. to 6 P.M. Utilities Kingston will be temporarily turning off the water along Aberdeen Street between William and Johnson Streets. Affected residents will also receive a hand-delivered letter. This essential work is required to reconnect the watermain, ensuring safe and reliable water service!

Work planned on Saturday, Sept. 28
We’re pleased to share that the underground utilities are nearing completion at the William Street and Aberdeen intersections! The team has been hard at work, including a successful weekend shift, and we’re gearing up for more activity on September 28 to keep the momentum going.

City to begin Aberdeen Street reconstruction to upgrade infrastructure and enhance pedestrian safety
KINGSTON, ONT. / June 6, 2024
Kingston’s University District will see construction this summer to support housing growth in the area with a complete reconstruction of Aberdeen Street planned to begin in July and wrap up later this fall.
“Kingston is working to support housing growth in the City and to improve pedestrian safety,” said Melanie Knowles, Project Manager. “This reconstruction is an opportunity to do both those things while also rehabilitating an iconic Kingston street.”
Upgrades to the watermain system will take place first. Once work on the underground pipes is completed the street will be rebuilt with improved pedestrian access and safety including a boulevard separated from the roadway.
During construction, Aberdeen Street will be fully closed to vehicles with no-street parking. Pedestrians will still be able to access buildings on Aberdeen Street. Garbage and recycling collection will continue with some slight alterations. William Street will remain open through construction.
