Community Vision: Memorial Centre, Portsmouth Olympic Harbour and Centre 70
Kingston's Memorial Centre, Portsmouth Olympic Harbour and Centre 70 are all treasured community hubs and maintaining their usability and community value for years to come is a priority for the City of Kingston. To support these facilities in their next stage, we are beginning a community dialogue on what the long-term vision for these locations should be over the next 20 or more years.
In September of 2025 Council directed the City of Kingston to proceed with this process, which will help guide future program priorities, infrastructure priorities and inform the City's investment in the facilities for decades to come.
Upcoming RFP opportunity
The City of Kingston will be seeking a qualified consulting team with experience in recreation facility planning, community engagement and capital infrastructure strategy, through a competitive request for proposals (RFP) process.
The successful consultant will deliver a comprehensive multi-site vision and capital plan for these facilities and actionable guidance to support sustainable, inclusive, and community-focused recreation over the next 20 or more years.
The RFP for a consultant will be issued when available through a competitive process and posted on Biddingo.
