Why we engaged

Each year, the City of Kingston allocates funding through the Parks and Shoreline budget to renovate existing parks, improve accessibility and usability, and replace park assets that have reached the end of their life cycle.

The Madoma Park sports courts are slated for renovation in 2026 to update the court paving, surfacing, fencing and amenities. The City engaged the community in early 2026 to understand community preferences for the type of dedicated sports courts – tennis or pickleball.

How we engaged

A first round of engagement was held in March 2026 and asked participants to indicate their preference for dedicated tennis or pickleball courts. The survey results showed a preference for dedicated pickleball courts. Following the first round of engagement, community feedback suggested that a third option combining dedicated tennis and pickleball courts should also be considered.

In July 2026, the City launched a second survey that included three options: dedicated pickleball courts (4), dedicated tennis courts (2), and a combination of both (one tennis court and two pickleball courts). City staff also met with the community at the park in July to explain the options and gather additional feedback. Approximately 20 people attended the in-person engagement session.

What we heard

The second survey received a total of 86 responses and the results are summarized below.

Question 1: Please rank your preference (from one for most preferred to three for least preferred) for the type of dedicated sports court to be installed at Madoma Park. (Please note that none of the options include overlaid courts)

Results, in order of preference:

  1. Option B – One dedicated tennis court, Two dedicated pickleball courts
  2. Option C – Two dedicated tennis courts
  3. Option A – Four dedicated pickleball courts

Question 2: As part of a future capital project, a separate basketball half court may be considered for Madoma Park. Would you support the future inclusion of a basketball half court?

Next Steps

Based on the survey responses, community feedback from both rounds of engagement, and the project’s design considerations, the City is moving forward with the preferred option of two dedicated pickleball courts and one dedicated tennis court. The site plan layout is shown below.

Based on feedback regarding a potential basketball half court, the City will consider this feature as part of future park renovation planning and budget priorities.

Construction of the new courts is expected to start in the fall of 2026 with project completion anticipated in 2027.
