After careful thought and consideration, Victory Grounds Ventures has withdrawn its proposed project involving a soccer stadium at the Memorial Centre ahead of a Report which City Staff were expecting to present at the Council meeting of March 18. As a result, the City will pause any further analysis of the proposal as had been requested by City Council.

We are collecting everyone's questions about the multi-sport stadium opportunity and will answer them through the engagement process. Since launching the Q&A on Jan. 17, we have received more than 200 questions about the project and we appreciate your patience while we are working to answer your questions. We've also added a summary of questions on our news and updates page based on the emerging themes in the first week of engagement. You may see that the same answers are offered to similar questions we received, and assure all engagement participants that we are reading questions we are receiving, and sharing details we have available.

When we answer your question, you'll receive an email from us with the response, and questions will also be answered publicly on Get Involved Kingston. All questions will be included in the What You Said engagement summary as part of the staff report to Council.

  • At the most recent open house the seating capacity of the stadium had increased from 4000-5000 seats to 8000 seats! What is the reason for this significant increase and will we be able to see to-scale drawings that reflect the amount of space an 8000-person stadium would take up on the site. What would the height of such a large stadium be?

  • Per the City of Kingston's Official Plan, for Open Space such as the Memorial Centre, Sections 3.8.2 specifies, "Buildings or structures are generally to be minimized" (p. 160). Further, the City's Zoning Bylaws do not permit a stadium on the Memorial Centre grounds. Why is the City even considering this proposal, and why did Staff Report to Council 25-040 (https://pub-cityofkingston.escribemeetings.com//filestream.ashx?DocumentId=6779) recommend it?

  • The City's Official Plan, Section 4.6.51, discourages the expansion of parking that displaces open space: "Parking area expansion that displaces open space and landscaping is discouraged" (p. 296). Why is the City considering and recommending via Report to Council 25-040 a large development that would require additional parking?

  • Has a sound impact study been done? I can hear Richardson Stadium from my place which is more than 1.6 km away, how disruptive will a site 350 metres away be?

  • VGV stated at their public meeting they will do geothermal. However this will require drilling deep, which will affect underground aquifers. Can you confirm the method of heating and that the ground waters will not be contaminated by construction?

  • Edited to correct typo The footprint of the stadium and stands will greatly reduce the amount of rainwater going into the groundwater, by reducing by over half the amount of land available . How is this justifiable when the city has also declared a climate emergency?

  • Why do City staff think that the numbers of different types of recorded bookings for this site reflect actual park use by the public? By these measures, City Park or McBurney Park could be deemed “underused” and slated for private development. These are contrived metrics, expressed numerically to lend false authority and credibility. It’s a well-known (in business and politics) ploy called “lying with statistics”.

  • Why did Mayor Paterson broadcast a video about the proposed stadium on January 6 (https://www.instagram.com/reel/DEfLaSCu2_1/?utm_source=ig_web_copy_link&igsh=MzRlODBiNWFlZA==) well before the agenda for the Jan. 14 City Council meeting on the proposal was made available on Jan. 9? Did Mayor Paterson have separate, private discussions with the developer in advance of Council being made aware? If so, what was discussed?
