The City of Kingston is seeking input on proposed community benefits related to the development proposal for 525-555 Princess St. (City File Number D35-001-2019).

The City of Kingston is seeking input on proposed community benefits related to the development proposal for 525-555 Princess St. (City File Number D35-001-2019).
Community benefits can form part of the approvals process for a project under the Planning Act. In exchange for height or density that exceeds a property’s zoning permission, municipalities may receive community benefits.
This proposed building project has yet to be approved by the City. This is a consultation to ask for feedback from the community on possible community benefits. The development must meet the tests of good planning for community benefit agreements to be established.
Offer your input on possible community benefits
The Planning Act and the Official Plan (OP) provide the parameters for how communities may negotiate community benefits. The estimated approximate value of the community benefit contribution for this development is $300,000 (updated from a previously estimated range of $100,000 to $150,000). The following categories of possible community benefits are derived from a listing found in Section 9.5.25 of the OP:
- Providing public art
- Providing parkland dedication beyond what is already required
- Providing community and open space facilities
- Providing street greening of Alfred St. in accordance with the Williamsville Main St. Plan and Schedule PS-1
Community benefits are finalized through a Council-approved, site-specific amending zoning bylaw that implements a proposed development.
This is the first in a multi-step process:
- Staff will collect and assess all suggestions, and will present them to the Planning Committee, while making recommendations based on feasibility. Council is the approval authority.
- Should Council approve community benefits for 525-555 Princess St , the specific design details are expected to undergo additional community engagement with residents, the district councillor and interested community groups.

Princess St has gone from looking run-down and ugly, to claustrophobic and just as ugly. All these buildings have changed Williamsville, but not improved it. And with all these *hundreds* of new units, how is it possible we still have such a terrible lack of rental space?

Use parkland dedication to secure a route between nearby sites and the property, connecting from the Memorial Centre to KGH, enabling active transportation users of all ages and abilities to travel away from motor vehicles. (Example: UQTR through-campus linear park and trail)

This infographic was developed by the Williamsville Community Association. It is apparent with the large increase in our population that we do not have enough green spaces. We ask the city to purchase some land along Princess St. to create more parkland.

parks in Iceland have child and adult sized back hoes, etc to engage people, water features, NATIVE PLANTS for pollinators

I had previously sent pictures to Paul Turner-of outdoor exercise equipment 2 years ago- I don't seem to have the pictures anymore? The pictures were from a park in Daytona Beach Florida. The equipment helps people of all ages get safe exercise while outside. There is to be a park going into the Old Mill Road area?- this would be the perfect setting for outside exercise equipment as many of the residents in the apartment buildings here are seniors- having a safe place to get outside air & movement would improve their health.

You can already see that most of the main floors on these high rises in Williamsville are vacant. Thats because businesses cant survive $30/sq foot rents without parking for customers. Kingston will never have Toronto level density. The side streets only provide community zoned parking so Williamsville will have less parking than the downtown area. This isn't conducive to businesses being able to succeed in that area. Have developers provide some areas for customer parking.

If we're going to talk facilities, we need to talk about the biggest downside with densification: Traffic. And I don't just mean automotive traffic, but also pedestrian and transit, and *especially* bicycles. Kingston is a very old city, and as a result most of its streets are designed with old city logic in mind. Unless you plan on destroying the heritage of the city, there is not a lot of space to add further densification to the downtown core. As it already stands, traffic has become significantly worse downtown over the past 20 years, and it's bound to get even worse with the increased population across the Cataraqui River, even with the third Crossing in mind. Although one could argue we could build a subway to help facilitate traffic downtown, with the limestone under the city, I would imagine it would be prohibitively costly, even if we had a population of Toronto. As a result, the only method of expansion would be either an ugly above-grade light-rail system, or more buses. And I'm pretty sure we're getting close to the limit how many buses we can stick downtown. And with the amount of traffic that we have right now, it is super dangerous to be on a bicycle, and there is no room to add proper bicycle lanes without aggravating the vehicular traffic situation As a result, I am extremely against ANY densification projects going forward that are east of SJA Boulevard, and south of Concession/Stephen. There is plenty of room west/northwest/north of those boundaries where you can add plenty of transit system to accommodate identification projects going forward, without compromising the historical value and limited options for development in the downtown core. Any current projects under construction inside this zone should be allowed to be completed, but any that are torn down should not be replaced. The only way I could ever see myself agreeing with further identification is if you can prove to me that the downtown core can handle an additional 150,000 people without damaging emergency response times, transit timings, the heritage of the city, and quality of life. I will add that yes, I am aware that this proposal is for the area between Division St and Alfred St. However, there is still some heritage value in that area, and much of that traffic will end up going downtown for work, recreation, and shopping, which is my biggest concern of all. .

We would love to see more housing options for the homeless, because there are many people in the city without homes.
