Community Harm Reduction and Public Safety Pilot Project Funding Program


On May 5, 2026, Kingston City Council approved up to $350,000 in one-time funding from the Working Fund Reserve to support new community groups proposing pilot projects that reduce harm to the public at potentially lower cost to the City. Council directed staff to develop, with partner expertise, a process for allocating these funds.

Applications are open to registered non-profit organizations, registered charities, and volunteer organizations. For-profit organizations are not eligible.

Organizations already receiving City of Kingston funding through other programs may apply but must disclose all existing City funding in their application and clearly explain how this proposal is a new request not covered by any existing funding agreement.

    This program responds to service gaps and public harm concerns related to homelessness and persons experiencing homelessness in Kingston, including needs arising from the closure of the Consumption and Treatment Site (CTS) on September 30, 2026. It is designed to support community-based pilot projects that introduce genuinely new approaches — new groups, new services, or new models — that complement existing programs rather than duplicate them.

    Program Priorities

    Successful projects are expected to demonstrate how they:

    • Connect people into the homelessness services system.

    • Contribute to public safety and community well-being.

    • Support recovery-oriented approaches.

    • Improve accessibility and inclusion.


    Ineligible Activities

    Funded projects must not:

    • Offer health care or health services.

    • Offer consumption treatment services or supervised consumption services.

    • Offer syringe exchange or drug paraphernalia distribution needle and syringe programs and the distribution of harm reduction supplies.

    • Deliver services outside the City of Kingston.

    • Operate in violation of any applicable law, regulation, permit, or licensing requirement.

    Ineligible Funding Uses

    City funding through this program cannot be used for:

    • Rent, lease, mortgage, or utility costs.

    • Staff salaries and wages.

    • Liability insurance premiums.

    • Capital purchases.
