On December 31, 2021 the agreements with City and provincially funded homelessness services are ending. Building on the 10 year plan update, and based on the lessons learned from the pandemic, staff have initiated a system review process. The goal of the review is to assist in the development of an integrated system of care, with the seamless collaboration and partnerships between housing, health and social services sector being a key to client success.

The system review has focused on the following supports and services currently funded by the City in its role as Service Manager for the City of Kingston and County of Frontenac:

  • Street Outreach
  • Integrated Care Hub for youth and adults
  • Prevention and Diversion programming
  • Homeless Prevention Fund /Discretionary Residency Benefit funding
  • Housing First Program services and supports
  • Daytime services
  • Emergency shelter
  • Transitional housing and Supportive housing
  • Damage Fund

This client-informed and data-driven process to date has resulted in a series of recommendations for change within the areas indicated above.
