Parks & Recreation Master Plan Update
Consultation has concluded.
The Parks and Recreation Master Plan Update was approved by Council on May 4, 2021. Download the Parks and Recreation Master Plan and Needs Assessment.
The City of Kingston is updating its Parks and Recreation Master Plan aimed at supporting opportunities for active fun over the next 15 years!
The previous plan, developed in 2010, provides an implementation strategy for the development of parks and recreation services until 2025. A number of its recommendations have already been achieved, and a number of new initiatives are now underway.
This Plan helps the City guide and manage parks and open space development, recreation and leisure services, programs, events, facilities, marinas and other recreation amenities.
The goal of the update is to:
- assess the work completed and successes achieved to date, and
- identify investments, policies, and processes to support recreational service needs for the next 15 years.
For more details on this project, see the City’s project page.

Aaron Dodsonabout 3 years agoDisc golf course!
I've taken up discgolf this year and it is a amazing low cost/low impact sport that any age can master! The perfect sport for people to stay active outdoors, and have the ability to social distance. Alot of towns in ontario have courses and I would be over the moon to get a course somewhere like belle park!

The pandemic has emphasized the importance for outdoor recreation access throughout the winter. Humans require access to restrooms for a range of reasons. Winterizing public park restrooms would be a huge improvement for residents.

Would love to see a asphalt pump track they are popping up everywhere. And with our growing cycling community it would be a great asset and would draw in a crowd of all ages fun safe and hours of exercise. Cell solutions builds them.

PeterGBover 5 years agoAdd novelty flower beds in selected parks and encourage their maintenance by nearby "green thumb" residents.
Kingston might consider developing flower gardens in certain parks and build a reputation for this type of attraction intended to appeal to visitors and for the benefit of residents. Focus on parks that lack mature trees to bring more life to them. Possibly engage the interest of local volunteers by offering advice, supplying materials (bedding plants, soil, fertiliser), and bringing in a water source. An example is The Triangle, a small community flower garden in Portsmouth at the corner of Church and Union Streets.
4John Parksover 5 years agoThe New Breakwater Park
It is beautiful but far too expensive, nice sand box for the neighbourhood cats, and no washrooms for the people. And a ramp for people in wheel chairs but absolutely no place for them to parks and access the park.

17christopher horeczyover 5 years agoParking and access for seniors and persons with mobility difficulties
A lack of parking adjacent to lakefront parks is a deterrent to seniors, persons that use wheelchairs and persons with other mobility limitations. Ensure that parking is available adjacent to these areas for seniors or other persons with limited mobility. During the weekdays, most waterfront parking is currently absorbed by people who work full time at the university or KGH. Establish a limited parking duration (say three hours) and enforce the regulation to ensure that employees are not using these lots.
2frankcover 5 years agoKids' mountain bike trails at Belle Island
In Kingston, there is limited access to public trails through the woods for kids to ride bikes. The existing trail at Belle Island and the grounds of the golf course (currently being redeveloped), could offer a great opportunity to allow access to this activity for kids without the means to get to MTB Kingston trails and other private access trails. Our club has the expertise to help design and build these trails for almost no cost, which would increase healthy outdoor options for a huge range of Kingstonians and kids of all ages.
