New Taxi Bylaw

The City is consulting on the new municipal Taxi By-law to establish a modern, transparent, and locally accountable regulatory framework that reflects current industry practices, community needs, and evolving transportation options.

This engagement process will help ensure the new by-law promotes public safety, fairness, accessibility, and a balanced approach that supports both service providers and the travelling public.

Public and industry input will play an important role in shaping the new by-law. Residents, taxi owners, drivers, accessibility advocates, and other interested parties have an opportunity to share their perspectives through this survey, and public consultation sessions in the coming months.

While this process is underway, the Taxi Commission continues to operate with its by-laws and at its office until September 2026.

  • The City of Kingston is reviewing the Taxi Bylaw to assess operational effectiveness, safety, accessibility, and regulatory efficiency. This survey focuses specifically on the current taxi regulatory framework. Responses will be used to inform evidence-based amendments to the Taxi Bylaw.

  • As part of the consultation on the new bylaw, the City is planning focus group conversations for members of the taxi industry. These in-person focus groups are scheduled for March 26 in the afternoon, spaces are limited and available on a first-come basis. If you're available and interested in taking part please register your interest by submitting an application. If you're selected, we will reach out to let you know.
