    On Jan. 28, City staff led two community meetings with Ryandale staff present to discuss the new supportive housing site on Braemar Road. Approximately 40 near neighbours attended.

    City staff and the site operator (Ryandale) shared information on the property selection process, site operations, heard concerns and outlined next steps. Following a short presentation and video, staff answered questions and heard feedback.

    Topics Covered

    Supportive Housing Model

    • Overview of housing continuum (shelter → transitional housing → supportive housing → independent living)
    • Broad efforts across the City in addition to multiple supportive housing units: new shelters, transitional housing and geared‑to‑income units
    • Supportive housing serves individuals who may be working or ready for more independence but cannot yet afford market rent

    Council context, property selection and work to date

    • Property was selected in late 2025
    • Explanation of Closed Meetings and why public notice could only occur after the sale closed (real estate process, confidentiality)
    • Emphasis on Councillors making decisions on behalf of public and how feedback is considered
    • Multiple City departments are involved in reviewing properties for safety, suitability, price, transit access, etc.
    • No additional supportive housing purchases planned until after 2026 to allow community adjustment
    • Renovations underway at property to meet City building standards: fire code compliance, electrical work, siding repairs, etc.

    Operations, staffing and screening

    • 7 residents (at Braemar, all women), site is properly zoned
      • Residents can stay as long as they need to while working towards their goals and following programming requirements
      • Funding rules require that residents come from within Kingston
      • Applicants must selfdisclose criminal history; with verifications in place.
      • Restrictions on accepting individuals with recent serious offences
      • Independent background checks are limited by human rights considerations and funding which will be reviewed by staff
      • Each resident has a case manager, and the site includes a house manager
      • Expected move in date March 2026
      • The site will have staff on-site 24/7. Staffing levels and needs will continue to be reviewed and adjusted as the program moves forward. Staff reductions or additions would be made in consultation with the City and based on the needs of the program.

      • Ryandale maintains connections with residents after they move on
      • Outreach and alumni support programs help prevent returns to homelessness
      • Newly funded housing navigator supports residents integrating into longterm rental housing

    Daily living, neighbourhood expectations

    • Residents follow house rules including: sober-living model, guest hours, no pets, smoking/vaping outdoor only
    • Staff are considering additions such as a gazebo
    • Residents requested to review the City’s Good Neighbour Guide

      • Volunteer opportunities are available for neighbours (screening is required)

      • Response: Supportive housing already exists near many schools without safety issues. Screening data shows no incidents of harm to children or community members.

      • Response: Staff confirmed available data does not support these concerns.

    City staff emphasized a commitment to ongoing dialogue, improved transparency and building trust over time. Attendees were invited to share their email address with Ryandale to receive updates and were encouraged to stay involved through Get Involved Kingston.

  • Near-Neighbour Meeting Update

    The following update was shared on Jan. 27 & 28 with community members who had registered for the Jan. 28 near-neighbour sessions.


    Dear Braemar Road community,
    Due to the ongoing closure of Centre 70, the Jan. 28 near-neighbour meetings will be taking place at the INVISTA Centre. The meetings will proceed at the same scheduled times (5pm and 7:30pm) and will be the same 90 minutes in length. Please refer to your most recent registration to confirm which meeting you are attending.


    Reminder: attendees must confirm their address in order to participate in these meetings for near-neighbours. If you were not prompted to confirm your address and share how we can help you best participate during the session when registering, please email GetInvolvedKingston@cityofkingston.ca with those details to ensure your registration is complete.

    Interested residents who are not near-neighbours can register for the webinar on March 4, 2026. During the webinar, operators will introduce the supportive housing program and address common questions. The session will also be recorded and shared to Get Involved Kingston.

    The following update was shared on Jan. 21 with community members who had registered for the Jan. 28 public engagement session.

    Dear Braemar Road community,
    We are reaching out today to share an update about the supportive housing meeting planned for Wednesday, Jan. 28 at Centre 70 to let you know we are adapting the meeting format and schedule in response to community feedback about public consultation on this project. Rather than a single large town hall meeting, Ryandale and the City will host two smaller in-person meetings at the Centre 70 and a webinar. We know there is a lot of interest in the project, and these changes increase capacity to meaningfully engage.
    The near-neighbour meetings are reserved for residents within a 150-metre radius of 167 Braemar Rd. who received the information handout from Ryandale and the City in December. Up to two members from each household are invited to register. The updated form asks you to confirm your address and provides an opportunity to let us know what we can do to help you best participate during the session.

    As 2025 comes to a close, I want to take a moment to reflect on the incredible year we’ve had at Ryandale Transitional Housing. This year has been one of growth, resilience, and community. We’ve continued to provide safe, structured, and supportive housing for individuals navigating the challenges of homelessness, and the desire to remain clean and sober in their journey to start again.
    I’m proud to share that 12 residents moved into their own homes this year, a milestone that speaks to the strength and determination of those we serve. Even more inspiring, we are already on track for 6 additional residents to move into their own places in January and February of 2026, continuing the momentum of hope and progress into the new year.
    Our Resident Advisory Committee played a vital role in building community spirit this year. They organized a Halloween Decorating Contest that brought joy and creativity to our homes, coordinated holiday meals that ensured everyone felt included and celebrated, and hosted our Christmas party, which was filled with warmth and connection. Most notably, they led our first-ever Toy Drive, which was a resounding success and brought smiles to children and families across Kingston with the help of Loving Hands Kingston who delivered the toys to agencies in Kingston.
    None of this would be possible without the incredible support of our community partners and donors like you! Thank you so much and thank you to the City of Kingston, organizations such as KCCU, Skyline, Utilities Kingston, KAREA, theRotary Clubs of Kingston, United Way, OTF, CFKA, theDavies Foundation, and so many more have stood alongside us, offering resources, encouragement, and unwavering commitment. Their generosity and collaboration have been vital in helping our residents take meaningful steps toward independence.
    As we look ahead, we remain focused on creating spaces where individuals can heal, learn, and grow.

  • Lakeside Supportive Housing Update

    We are excited to provide the following update on the Operator and location of the Supportive Housing project in the Lakeside District. An overview is below and details follow:

    • We can now announce that 167 Braemer Road is the recently acquired Lakeside District Supportive Housing site

    • Ryandale Transitional Housing will be operating the site

    • Ryandale operates multiple supportive housing sites, and you can learn more about Ryandale Transitional Housing at their website Ryandale Transitional Housing

    • A near neighbour meeting will be hosted by Ryandale on Jan. 28, 2026 from 6 p.m. to 8 p.m. at Reddendale Hall in Centre 70 (100 Days Road).

    • As there is a strong need for Supportive Housing in our community, Ryandale and the City are looking to have this site open and operating before March 31, 2026.

    • Minor renovations are needed on the property, and contractors will be on site starting the work Monday, Dec 8, 2025.

    In the advancement of our Strategic Plan goal of supporting housing affordability, the City has purchased 167 Braemar Road to be used as supportive housing. The funding for supportive housing acquisitions initiative was approved by Council on Aug. 12, 2025, and Council approved submitting conditional offers for this property and one other at its meeting on Oct. 21, 2025. To protect the confidentiality of property owners, the address was not shared until after property transactions were closed.

    Ryandale Transitional Housing will be operating the unit at 167 Braemar Road. Ryandale is a registered not-for-profit charitable organization that has been supporting the Kingston community for more than 40 years with multiple locations in the City. To secure operators for each site, the City issued a Request for Supplier Qualifications (RFSQ) for operators that have demonstrated experience and expertise in operating supporting housing properties.

    These supportive housing units are intended for individuals who have been staying in shelters for an extended period and are ready to transition to more stable housing but have been unable to do so due to a shortage of appropriate options. While these units are not designed for people with high needs who typically reside in encampments, they will help ease pressure on the shelter system by creating additional capacity without the need to add new shelter locations or beds.

    The next steps for this project are property renovations and community engagement. Renovations will begin on Monday, Dec. 8, 2025. Invitations to a near-neighbour meeting at the end of January run by Ryandale Transitional Housing will be delivered to houses within a 150-metre radius of 167 Braemar Road and shared on this Get Involved Kingston page. This community Outreach by the operator will allow those living closest to 167 Braemar to ask questions, learn about residents and understand the kinds of care and tenancy that will happen at the site.

    Supportive housing plays a crucial role in the housing continuum, offering stable accommodations and essential support to individuals who fall between emergency shelter services and independently managed affordable housing. Kingston currently has more than 235 supportive housing units spread across 28 locations. Further information about supportive housing properties in Kingston can be found in Council Report 25-218 from Sept. 2, 2025.

    Through public engagement with Ryandale, this supportive housing project will become another success story in our community that promotes the comfort, safety, and dignity of all.
