Culligan Water Park Enclosure

Following the 2025 operational season, the Culligan Water Park will begin a transformation into a year-round facility, offering more pool time for the community.

Kingston is growing and the current publicly available indoor pool space is very well used. Wait lists are common for swim lessons and are a significant barrier. There is also growing need for aquatic fitness programs. We know this from data provided by indoor pool providers as well as community engagement through the Parks and Recreation Master Plan and the Aquatic Needs Assessment and feedback from our aquatics community.

The new enclosed Culligan Water Park will be a step in addressing the need for more pool space by adding more than 3500 hours of availability a year. This opens up opportunities for more than 1100 additional swimming lessons, school programs for elementary students, more drop-in swims, therapeutic programs, water exercise, aquatic leadership training and rentals.

The funding for the project comes from development charges the City has collected ($5 million), municipal reserves ($5.1 million) and the balance will be borrowed ($15 million), we are also seeking grant support to offset these investments.

What will the enclosure mean?

  • A roof will be built over the water park features that exist, which means retaining a 10m waterslide, lazy river and spray features.
  • Repairs to pool deck and basin.
  • Upgraded disinfection system.
  • Highly efficient design targeting an 80 per cent GHG reduction from a typical enclosed pool.
  • All updates and repairs will be made to AODA and the City of Kingston Facility Accessibility Design Standards.

The existing Culligan Water Park was built in 2011 to replace aging and defective outdoor pool infrastructure. The facility has been operating between June and September every year and is heavily utilized by residents from across the city due to its unique aquatic features. The facility has a small pool which can accommodate certain types of programs such as aquafit and learn to swim for younger children.

The design of this project began in Sept 2024 with the architectural firm MacLennan Jaunkalns Miller Architects (MJMA), a Toronto firm that specializes in community recreation and sports buildings. Construction is expected to commence in the Fall of 2025 and be ready for public use in spring 2027.

  • Learn more about the future of the Culligan Water Park

    We invite you to attend the City's upcoming information session about the plan to enclose the Culligan Water Park and turn it into a year-round aquatics facility. The event takes place on April 30 between 4 p.m. and 7 p.m. in the Memorial Centre lobby, it’s a drop in event so you can arrive anytime during that block to:

    • Review conceptual designs and project information.
    • Ask questions of staff from Recreation & Leisure Services, Facilities Management & Construction Services (FMCS), and the project’s architectural team.
    • Share feedback on the enclosure design elements.
    • Provide input on future programming options for the indoor aquatic space through a short survey.

    For those unable to attend in person, all materials—including the survey—will be made available on the Culligan Water Park Enclosure project page on Get Involved Kingston starting April 30. The survey will remain open until October.

    Project information boards will be on public display at Culligan Water Park and Artillery Park Aquatic Centre throughout the spring, summer, and early fall, so community members can view them at their convenience.

    A follow-up information session will be held once the design is finalized, offering the community a chance to see the updated plans and celebrate progress on this exciting project.
